Town Has Three Options - Under state law, it’s indisputable the town has the authority to determine its own land uses. In 2009, the town adopted “village powers,” and it has its own Land Use Plan and Zoning Ordinance. Those documents clarify how the town must evaluate the proposed golf course. The site of Kohler’s proposed golf course is zoned P-1, Park and Recreation District. A golf course is not among the land uses in the P-1 zoning district permitted outright; however, it is listed among conditional uses. This means the proposed golf course isn’t automatically allowed, but only if the town determines the course meets specific requirements and conditions. The Town should be proud of its detailed and well-written Zoning Ordinance and Plan.
